New York Residential Treatment Facilities (RTF) and Residential Treatment Centers (RTC) for Children and Teens
Here are programs in Western New York state that provide services for children who have mental, behavioral, or psychological challenges that require staying at a facility or treatment center.
Baker Victory (OLV Human) Services in Lackawanna
Baker Victory provides a number of residential treatment options for children and youth, including:
- Residential Treatment Facility (RTF) – This newly built, state-of-the-art facility provides care for children ages 12-21 who have interpersonal, emotional, psychiatric, social, family or educational issues.
- Intensive Treatment Program – A one-of-a-kind program, care is provided for children with dual diagnosis of disabilities and mental health issues. The cross-system program provides an elevated level of care not available anywhere else in the area for individuals diagnosed with autism or intellectual disabilities along with a mental health diagnosis.
- The Moore for Kids Family Home – This special program provides a place for visiting families to stay when they travel to visit their children who are in residential treatment programs at Baker Victory.

Hillside Family of Agencies in Western and Central New York State
Hillside is one of the oldest family and youth non-profit human services organizations in the United States. They provides child welfare, mental and physical health, youth development, juvenile justice, special education and developmental disabilities services across central and western New York and Maryland.
Residential programs include:
- Hillside Children’s Center – Hillside Children’s Center (HCC) is a provider of care for youth and families with a wide range of emotional and behavioral challenges.
- Snell Farm Children’s Center – This rural 170-acre farm campus provides a safe and healthy environment where these youth can overcome trauma and learn positive values. The specialized program provides care and treatment for teen boys with sexualized behaviors.
- Stillwater Children’s Center – This residential treatment facility helps children and youth from a 21-county area spanning New York’s Southern Tier.
- Monroe Campus – A campus providing care for children and teens with a challenging mental health diagnosis.
- Crestwood – A campus providing care for children and teens with a challenging mental health diagnosis.
- Finger Lakes Residential Campus – A campus providing care for children and teens with a challenging mental health diagnosis.

Connor’s Children’s Center in Buffalo
Connor’s Children’s Center provides fully-integrated mental health treatment services to seriously emotionally disturbed children and youth between the ages of five and 21 years of age.
Residential services include:
- Residential Treatment Facility – This residential program is located in Buffalo and serves children ages 5 to 14 who have an acute primary psychiatric disability. This is an intense, voluntary placement, to provide support and treatment for the child and family to assist in reunification as soon as possible.
- Lee Randall Jones Community Residence – This community based program serves children ages 5-14. Children utilize services in the community which facilitates continuity of services once discharged.
- Residential Treatment Center – This program provides treatment to boys, ages 5-16. These children are in the custody of the county in which they lived and discharge is decided by that county and/or the courts.
- Morey House Group Home – Morey House is an eight-bed group home program that provides community-based living care and treatment for boys 13 to 21 years of age who exhibit significant emotional disturbance and are experiencing difficulties in their family, school, and community.

St. Joseph’s Villa in Rochester
Villa of Hope’s residential programs, run by caring Villa staff, have options supported by the NYS Office of Mental Health, and others supported by the Office of Children and Family Services. They provide programs with cottages and group homes.
Villa of Hope offers services for children ages 11 to 21, including:
- Residential Treatment Facility (RTF) – For youth with serious emotional disabilities, the Villa of Hope RTF accommodates up to 14 youth ages 13 to 21. These teens are referred by the NYS Office of Mental Health due to serious difficulties managing severe, persistent psychiatric issues.
- Residential Treatment Center (RTC) – The residential treatment center serves 40 youth, ages 11 to 17, who live in three cottages. This program incorporates therapeutic, educational and recreational services in a highly structured environment.
- Truth North – True North serves young men aged 16 who are in the foster care system. These youth are also identified as needing increased supervision and clinical treatment. The True North program is licensed by New York State Office of Children and Family Services (OCFS).
- Group homes – Villa of Hope oversees several group homes within the community that provide services to children who are in foster care or have been placed by the court system.
- Community Apartment Program (CAP) – Young people ages 16 to 21 who have been in the foster care system have the opportunity to learn to live on their own in one of our community apartments. Youth live in one or two-bedroom apartments in a northeast Rochester complex with staff on-site and available around the clock.

New Directions in Western New York
New Directions provides campus-based services and group homes with a highly structured environment that supports positive influences and discourages negative distractions. Group homes, or agency-operated boarding homes (AOBH), take this same supportive philosophy into the community for youth ready to handle more personal responsibility, or in need of specialized services, such as teen parenting.
- Randolph Residential Services – Located in Jamestown, NY, Randolph Residential Services combines expert treatment plans with a variety of outdoor recreation options – from hiking and kayaking to skiing and horseback riding.
- Wyndham Lawn – Wyndham Lawn, located in Lockport, NY, provides co-ed residential treatment for 35 children. Children attend school on-campus at the Henrietta G. Lewis Campus School, a private school operated by New Directions.
- Zafron Home for Parenting Teens – Teenage mothers (and their babies) participate in a comprehensive treatment program and attend school while also receiving resources for healing and personal growth.
- Westons Mills and Chautauqua House – Weston Mills (Westons Mills, NY) and Chautauqua House (Falconer, NY) services are small, home-based facilities within the community where residents receive counseling and support services while learning how to live in a community setting.

What to Expect from Children’s Inpatient Mental Health Visit
Good morning,
I just wanted to write you to find out more information on the residential program.
My adopted daughter Selena, has been through a lot from being sexually abused, being left alone at a young age( age 7 ), being removed from Her biological mother, witnessing both her biological mother and her adopted mother passing away.
When her adoptive mother passed away, she was left in the apartment for a couple days on our own at the age of seven.
There are also a few other things that she has been doing, which I would rather talk to someone in person about that’s very concerning, especially since she is only 12 years old.
She is currently diagnosed with PTSD, abuse, anxiety, a defiant liar, and a few other things, wish I can talk about with someone.
I do not want to give up on her since she has been through so much, which is why I was asking about the residential program. I tried several other things, which includes counseling, therapy, changing the environment that she lives in, and trying to cope with her defiant ways.
She is currently on sertraline for her depression, And Vyvanse for her ADHD. Ido not think The sertraline is doing what it supposed to do. I feel it’s actually causing a lot of her recent bad behaviors, which unfortunately is affecting her brother and sister, which both reside with me as well.
Her grades are school have been suffering as well. Before the sertraline, I feel she had a better control over her behavior, which is why I think a Psychiatric that benefit her.

My name is Tereasa Miller and I have an 18 yr old who is emotional disturbed, has hx of sexual traumas, depression and defiant disorder. I placed her in St. Christopher’s residential where she resided for 5 yrs. It was the worst thing ever. Now I pulled her out and looking for eith a day or another residential program. I need assistance, I feel the DOE has failed her and the family.
